UK and France Plan to Send Troops to the Country if a Ceasefire Accord is Finalized

The British and French governments have formalized a statement of purpose concerning the positioning of armed personnel in the nation in the event a peace agreement be concluded with Moscow, the Prime Minister of Britain, Keir Starmer, has declared.

Subsequent to negotiations with Kyiv's partners in Paris, he noted that the UK and France would "establish operational bases in various parts of Ukraine and erect secure facilities for military hardware and military equipment" to deter any future invasion.

The partner countries also put forward that the America would play the primary role in monitoring a ceasefire.

Russia has repeatedly stated that any foreign troops in Ukraine would be considered a "valid objective", but has so far not responded on this new development.

Background and Continuing Conflict

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in early 2022, and Russia presently holds about 20% of Ukrainian territory.

"This represents an essential component of our commitment to be alongside Ukraine for the duration," commented Starmer.

Heads of state and high-ranking officials from the "Coalition of the Willing" participated in Tuesday's talks.

Addressing reporters at a shared media briefing, Starmer added: "It establishes the framework for the juridical structure under which allied and coalition forces could work on Ukrainian soil, defending Ukraine's airspace and waters, and rebuilding Ukraine's military for the time to come."

The UK prime minister went on to say that London would participate in any US-led confirmation of a potential cessation of hostilities.

Security Guarantees and Diplomatic Positions

Senior US negotiator Steve Witkoff remarked that "lasting defense assurances and substantial prosperity commitments are essential to a permanent resolution" in Ukraine – alluding to a central demand made by the Ukrainian government.

Witkoff indicated the coalition had "substantially agreed on" their work on finalizing such pledges "in order that the citizens of Ukraine know that when this war ends, it ends forever."

Jared Kushner, US President Donald Trump's representative, also took part in the discussions.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's partners had made "major advances" at the negotiations.

He said that "strong" security guarantees for the Ukrainian government had been agreed in the instance of a potential ceasefire.

President Volodymyr Zelensky said that a "significant advance" had been made in Paris, but cautioned that he would only view efforts to be "sufficient" if they led to the end of the fighting.

Recently, he indicated a peace agreement was "largely prepared". Finalizing the outstanding 10% would "decide the fate of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the heart of ongoing disputes for diplomats.
  • The Russian President has repeatedly warned that Ukrainian troops must retreat from all of Ukraine's eastern Donbas or Russia will seize it, dismissing any middle ground over how to finish the war.
  • Kyiv has to date ruled out giving up any land, but has proposed that Ukraine could pull back its troops to an agreed point – but only if Russia does the same.

Russian forces currently holds about 75% of the Donetsk oblast and some 99% of the bordering Luhansk. The pair of oblasts form the industrial region of the Donbas.

The initial US-led comprehensive proposal that was circulated to the media last year was seen by Ukraine and its partners in Europe as being disproportionately favorable in Russia's direction.

This led to weeks of focused diplomacy – with the involved parties trying to amend the document.

Last month, The Ukrainian government sent the US an new 20-point plan – as well as distinct documents detailing prospective security guarantees and provisions for Ukraine's recovery, the President stated.
